Project Advisory Board
The Project Advisory Board is a committee of research ethics and gender experts in 5 francophone and lusophone West African countries; the objective of which is to Project Secretariat with guidance concerning the culturally-congruent implementation, communication, and dissemination of the project activities.
Dr. Aissatou Touré
Vice President, National Health Research Ethics Committee, Senegal
Dr. Aissatou Toure is a Pharmaceutical Biologist at the Pasteur Institute in Dakar where she is the head of the Unit of Immunology. She is also a member of the World Health Organization expert group on malaria vaccines. Dr. Touré has been a part of the Senegalese National Health Research Ethics Committee since 2003, where she is currently serving as Vice President. She has also participated in the UNESCO International Committee on Bioethics between 2006 and 2013.
Dr. Louis Penali
President, National Ethics Committee of Health and Life Sciences, Ivory Coast
Besides Dr. Penali's service as the current President of the National Ethics Committee of Health and Life Sciences of Ivory Coast, he is also the current Director of The WorldWide Antimalarial Resistance Network Regional Centre in West Africa since 2011. Dr. Penali was Head of the Malariology Department and Scientific Director at the Pasteur Institute in Ivory Coast between 1987 and 2011.
Mme. Camara Diaba
Gender and Human Rights Expert, National Health Science Ethics Committee, Mali
Mme. Camara is an Expert Analyst in Gender & Human Rights in Electoral issues. She is the current President of the Réseau pour le Développement la Promotion et la Protection of Mali. She is also the current President of the Institutional Ethics Committee of National Institute of Research in Public Health in Mali, as well as the Head of the Social Sciences Commission of the National Health Science Ethics Committee of Mali.
Prof. Sambou Soumaré
President, National Health Science Ethics Committee, Mali
Prof. Sambou Soumaré is the President of the CNESS-Mali since 2015 and a civil servant of the Ministry of Hygiene and Public Health of Mali. He has also served as the Director of the Ecole Nationale de Médecine et de Pharmacie de Bamako in Mali and as a Professor in the same institution for a total duration of 27 years. The National Health Science Ethics Committee of Mali has under his presidency since 2009.

Dr. Charlotte Ale
President, National Health Research Ethics Committee, Benin
Prof. Flore Gangbo has been serving as President of the Benin National Research Ethics Committee since 2007. She has also served as Director of Government Research (2005-2006), as Minister of Health (2006-2007), and Vice President of the National Council of Education (2009-2017). Prof. Gangbo has published 2 books and 43 articles in international scientific journals. Currently, she is employed as a Full Professor at the Faculty of Health Sciences of Université d’Abomey-Calavi since 2013. She is also the current Coordinator of the National Program of the Fight against AIDS.
Permanent Secretary, National Health Research Ethics Committee, Guinea-Bissau
Prof. Djicó has vast experience in the field of public health planning and cooperation, especially in the areas of HIV/AIDS, tuberculosis, and Malaria. He is currently the Permanent Secretary of the Guinea-Bissau National Health Research Ethics Committee as well as of the Multisectoral Commission of the Fight against HIV/AIDS, Tuberculosis, and Malaria. He is also one of the Associate Researchers at the Bandim Health Project, which aims to improve child survival rates in Guinea-Bissau through health and demographic surveillance and vaccine optimization.
Gender Expert, National Health Research Ethics Committee, Benin
Dr. Ale is a Social Anthropologist with expertise in the following disciplines: Gender and development and the implementation and evaluation of development programs and projects. She has been a member of the National Health Research Ethics Committee in Benin since 2018, serving as the designated gender expert of the committee. Dr. Ale is currently authoring the BCA-WA-ETHICS White Book: Recommendations for NRECs to include Gender Mainstreaming.
